we hate seeing news of earthquakes in other countries and hope the countries it happens to a lot will get more prepared and next time not so many people will die.

Do you not think if that would work the government would have tried it already? In places where earthquakes are quite common (e.g Japan) they do take precautions to ensure the casulties are minimised.
